New Mixing Valve Installed to Regulate Water Temperature

Landlord later applied to restore the rent based on restoration of services. The DRA ruled against landlord based on an inspection that showed a fluctuation between 80 degrees and 85 degrees in the bathtub water temperature. Landlord appealed and won. The complained-of condition was the broken mixing valve, which landlord had replaced.
