Tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed, claiming that landlord didn't do kitchen work for which it received a 1/40th rent increase. The DHCR ruled against tenant. Even if landlord didn't install a new stove and refrigerator as tenant claimed, landlord proved that it performed other kitchen modernization work that warranted the amount of rent increase granted.
