Kitchen Renovations

Tenant filed a fair market rent appeal claiming that the first rent-stabilized rent for the apartment was excessive. The DRA ruled for tenant, and landlord appealed. Although the DRA allowed some rent increase for apartment improvements, it disapproved some items. The DHCR ruled for landlord and permitted an additional increase for replumbing the kitchen, installing new vinyl floor tiles in the kitchen, and upgrading electrical service throughout the apartment.
