Kitchen Cabinets Were Replaced

Tenant complained of a reduction in services based on deteriorated kitchen cabinets, which she said were old and falling apart. Landlord claimed that on Oct. 25, 2003, tenant signed off on completed repairs. But a DHCR inspection on Feb. 26, 2004, found that the kitchen cabinet under the sink hadn't been repaired. The DRA ruled for tenant and reduced her rent. Landlord appealed and won.
