Replacement Cabinet Not Comparable to Old Kitchen Cabinet

Rent-controlled tenant complained of a reduction in services. She claimed that landlord replaced her old kitchen base cabinet with an unworkable office cabinet. The DRA ruled against tenant after inspection. Tenant appealed and won. The DHCR reduced tenant's rent by $10 per month and ordered landlord to install a proper replacement. The old cabinet was wood and metal, 18 inches deep, with a Formica countertop, had one large drawer, two small drawers, two large shelves, and pull-down doors.
