Worn Kitchen Cabinets

Tenant complained of a reduction in services. Among other things, she claimed that kitchen cabinets had become worn. The DRA ruled for tenant and reduced her rent. Landlord appealed. The DHCR ruled for landlord and revoked any rent reduction for this condition. The fact that the cabinets may need refinishing was a cosmetic condition and not a required service. In addition, there was no proof that refinishing of kitchen cabinets was ever a service performed by landlord.
