Installation of New Water Service Didn't Qualify as MCI

Landlord applied for MCI rent hikes based on the installation of water service and mailboxes. The DRA ruled against landlord, who appealed and lost. Landlord had installed new water service from the existing tap at the city main to the front inside building wall and a new tap. Under DHCR policy, this work didn't qualify as an MCI. And the installation of mailboxes didn't qualify since there was no structural relocation to a more secure area behind locked doors.
