Landlord's CCTV System Didn't Qualify for MCI Increase

Landlord applied for MCI rent hikes based on the installation of a CCTV system. The DRA ruled against landlord because the system didn't monitor all building entrances. Landlord appealed and lost. Landlord's system didn't connect with an intercom system and didn't monitor some of the doors that could be used to gain access into the building. It's long-standing DHCR policy that, to qualify as an MCI, the system must monitor all building entrances on a 24-hour basis or have visual capacity in each apartment with a functioning intercom system.
