Increase Granted for New Plumbing

Landlord applied for MCI rent increases based on the installation of new plumbing. The DRA ruled for landlord, and tenants appealed. They claimed that there were leaks in the new plumbing and that dirty water was coming through the faucets in their apartments. The DHCR ruled against tenants. Landlord did substantial plumbing work, replacing 40-year old plumbing. The work clearly qualified as an MCI. Only 5 out of 113 tenants had appealed the DRA's decision, and none of those 5 complained about leaks or dirty water while landlord's MCI application was pending.
