Landlord applied for MCI rent hikes based on various improvements. The DRA ruled for landlord but disallowed any increase for the cost of concrete slabs connected with concrete flat work. Landlord appealed. The DHCR ruled for landlord. The concrete slabs installed in the cellar were directly related to qualifying plumbing work. So they qualified as an MCI.
