Housing Code Violations Are Irrelevant

Tenants complained that landlord didn't control vermin in the building's public areas. Landlord claimed that the building was exterminated on the first Saturday of each month. An inspection showed no vermin in the building's public areas. The DRA ruled for landlord, and tenant appealed. Tenant pointed out that there were over 100 violations pending against the building. The DHCR ruled against tenant. The existence of building violations doesn't necessarily prove that tenant's rent should be reduced.
