Tenant complained of a reduction in building-wide services. The DRA ruled against tenant. Tenant appealed, claiming that graffiti was visible on the stairway window between the first and second floors. The DHCR ruled against tenant. An inspection showed that all the other conditions tenant complained about had been repaired. The graffiti was a minor condition and didn't warrant a rent reduction.
