Graffiti on Building

Tenant complained of a reduction in building-wide services. Among other things, tenant claimed there was graffiti in public areas of the building. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that there was only minor graffiti on walls in the bulkhead area and that this was a minor condition. The DHCR ruled for landlord and revoked the graffiti as a reason for a rent reduction. An inspection confirmed that there was no graffiti in the lobby or any of the building's stairs.
