Gas Piping Work Didn't Qualify

Landlord applied for MCI rent hikes based on rewiring and gas piping installations. The DRA ruled against landlord. Landlord appealed and lost. Landlord didn't submit the required governmental sign-off for the rewiring. Also, landlord's contractor didn't get the required municipal approvals for the gas piping. And landlord didn't replace all the gas mains, risers, and branch lines, which was required to qualify as an MCI.
