Landlord applied for MCI rent hikes based on the installation of gas risers, a gas line to the boiler, exterior lighting, fire escape restoration, hallway decoration, and fireproof exit doors. The DRA ruled against landlord, and landlord appealed. The DHCR ruled for landlord in part. The fireproof door installations qualified as MCIs. A rent increase was granted based on the total cost of the installations minus that portion of the cost based on labor performed by landlord's own employees.
