Vestibule Work Not Related to Front-Door Installation

Landlord applied for MCI rent hikes based on pointing and waterproofing, new lintels, a new roof, masonry, and a new front door. The DRA ruled for landlord but disallowed certain other claimed costs. Landlord appealed and lost. Landlord claimed that a new vestibule wall and floor, granite wall, granite floors, and new lobby lighting fixtures were related to the front-door installation and therefore qualified for MCI treatment. But the work didn’t qualify as MCIs and wasn’t directly related to the front-door installation.
