Fire Department Didn't Get Certificate of Correction on Time

The Fire Department issued violation notices to landlord for not posting a ''no smoking'' sign at the building near storage space for gas cylinders. The ALJ ruled against landlord and fined it $250. Landlord appealed, claiming that no fine should have been imposed because it corrected the violation and filed a certificate of correction on time. ECB ruled against landlord. Merely mailing the certificate to the Fire Department two days before the deadline didn't prove it was received by the deadline date.
