Landlord Didn't Sign Certificate of Correction

The Fire Department issued notice of five violations to landlord. Landlord claimed that all violations had been corrected by the deadline date set forth in the violation notice. But landlord didn't sign the certificate of correction he'd sent to the Fire Department. The ALJ reduced the fines landlord owed under all the violations to $325, by deleting penalties for two of the violations. Landlord appealed. ECB ruled against landlord. The Fire Department was entitled to reject landlord's unsigned certificate as improper. The ALJ shouldn't even have reduced the penalties.
