Landlord applied for MCI rent hikes based on a roof installation and facade restoration. The DRA ruled for landlord, and tenant appealed. Among other things, tenant claimed that no increase should have been granted for an engineer's fee. The DHCR ruled against tenant. The DHCR's policy permits MCI rent hikes for consultant engineering or architectural fees that are directly related to the MCI installation. The size and complexity of landlord's MCI work required the services of a consultant, and the engineer's fee was properly included in the cost of the MCI.
