Landlord applied for MCI rent hikes based on exterior restoration work. The DRA ruled for landlord and allowed an increase for some of landlord's consulting engineer's fees. Tenants appealed and lost. Engineer's fees qualify for MCI rent hikes if they're directly related to the MCI, not duplicative, and necessary and customary for accomplishing the work in question. Here, the work was extensive and covered an entire six-building complex. So landlord proved the need for an engineer on the project.
