DRA Didn't Consider MCI Increase in Setting MBR

Landlord appealed the DRA's calculation of the MBR for tenant's apartment. Landlord claimed that the DRA didn't include an MCI rent increase in its calculation. The DHCR ruled for landlord. By prior order, the DHCR had granted an MCI rent increase that should have been included in the base rent since 1987.
