The DRA denied landlord MBR increases for 1992–93 because he hadn't paid the MBR filing fee. Landlord appealed, claiming that he hadn't received any notice of the fee. The DHCR ruled against landlord. The DHCR's records showed that two MBR fee notices had been mailed to landlord at the address noted in the building's registration statements.
