Doorman Can Take Two Half-Hour Breaks

Landlord asked the DHCR for permission to modify required services. Landlord sought to lock the building entrance door and the automatic elevator for two half-hour periods while the lobby doorman took a break. The breaks were required by the employee's union and were scheduled from 9:00 pm to 9:30 pm and 3:00 am to 3:30 am. During these times, tenants or guests needing access to the front door or elevator would ring the night bell and the doorman would answer. The DRA ruled against landlord. Landlord appealed and won.
