DOB Elevator Violations Dismissed Before Order Issued

Tenants complained of a reduction in building-wide services based on a decrease in elevator service. The DRA ruled for tenants and reduced their rents based on five DOB elevator violations. Landlord appealed and showed that the violations were dismissed before the DRA issued the rent reduction order. The DHCR ruled for landlord and revoked the rent reductions.
