Elevator Violations Corrected Before Order Issued

Tenants complained of a reduction in building services based on a number of conditions. The DRA ruled for tenants and reduced their rents. Landlord appealed. The DHCR ruled for landlord on the issue of elevator service. The DRA had found a decrease in required elevator service based on DOB elevator violations issued after tenants' complaint was filed with the DRA on June 21, 1990. DOB records showed that the violations were issued on Oct. 6, 1993.

This was before the DRA's order was issued in August 1994.
