DOB Didn't Approve Electrical Rewiring

Landlord applied for MCI rent hikes based on rewiring. The DRA ruled against landlord because the work didn't include new feeders. Landlord appealed, arguing that feeders had been installed. The DHCR ruled against landlord. Although documents from landlord's electrical contractor seemed to show that risers or sub-feeders from the meter banks to each apartment were installed, there was no DOB approval of the installation. Although the contractor stated that 32 conductors were installed, DOB approval showed that only one conductor was installed.
