Electrical Upgrade Didn't Meet MCI Requirements

Landlord applied for MCI rent hikes based on an electrical upgrade. The DRA ruled against landlord. Landlord appealed and lost. To qualify, electrical upgrading must include installation of new electric service to the building, new copper risers and feeders that extend from the property box in the basement to every apartment that can accommodate installation of air conditioner circuits and outlets, and installation of two double outlets in each kitchen for heavy duty appliances. Landlord's contract showed only that a new feeder was installed to tenants' meter bank.
