Landlord Didn't Submit Electrical Inspection Certificate

Landlord applied for MCI rent hikes based on an elevator upgrade. The DRA ruled against landlord based on its failure to submit a Certificate of Electrical Inspection. Landlord appealed, claiming that no inspection certificate was needed because only minor electrical work was done in connection with the elevator upgrade. Landlord said that DOB had signed off on the installation. The DHCR ruled against landlord.

Landlord appealed, claiming that no inspection certificate was needed because only minor electrical work was done in connection with the elevator upgrade. Landlord said that DOB had signed off on the installation. The DHCR ruled against landlord. Landlord's contract for the elevator modernization stated that the work would include installation of a variable frequency control system and door interlocks requiring electrical wiring. A different contractor later submitted a letter stating that minor rewiring of the door locks was done and no filing was required. But the DHCR's requirements for MCI application processing include a Certificate of Electrical Inspection for rewiring.
