DHCR Inspection Didn't Corroborate Improvements Listed on Invoices

The DRA ruled for tenant, and landlord appealed. The DHCR ruled against landlord. The DHCR had inspected the apartment and found discrepancies with what landlord claimed had been installed. The type of kitchen range was different from what landlord claimed was installed. There was a single sink instead of double sink, and retiling of the bathroom was incomplete.
