Invoices Didn't Give Vendor's Name

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed, claiming that the DRA didn't consider submitted proof of 1/40th improvements made to the apartment before tenant moved in. The DHCR ruled against landlord. There was no vendor name on invoices landlord submitted for appliances or kitchen equipment supposedly installed in tenant's apartment, and no canceled checks supporting these claimed costs. It also appeared that the equipment was installed while prior tenant lived in the apartment, not during a vacancy.
