DHCR Inspected Only One Building

Tenants of three related buildings complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. The DRA found that public areas of the building were filthy and windows weren't cleaned. Landlord appealed, arguing that the rent reduction should apply only to the one building that was inspected by the DHCR. The DHCR ruled for landlord. The record didn't support a rent reduction for the other buildings. The rent reductions for those buildings were revoked.
