Only One Intercom Found Defective

Landlord appealed, pointing out that only the intercom of one apartment had been inspected. The DHCR ruled for landlord. The inspector had performed a spot-check and only found one apartment's intercom defective. Rent cuts for the other nine tenants were revoked.
