Rent Cut for Door Lock Applies to One Tenant Only

Tenants complained separately of a decrease in building-wide services. They all claimed that there was inadequate hot water. One of the tenants also complained that the building's front door lock was defective. The DRA reduced all of the tenants' rents based on the broken door lock. Landlord appealed, claiming that three of the four tenants who got rent reductions hadn't complained of this condition. The DHCR agreed that the rent cut for this defect applied only to the tenant who had complained about the door lock condition.
