Defective Building Conditions Result in Rent Reduction

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that the building was properly maintained. The DHCR ruled against landlord. Landlord hadn't answered tenants' complaint, even after the DRA sent a final notice of pending default. And DHCR inspection showed that the sidewalk at the main entry was broken, floor numbers weren't posted, a hallway floor was cracked, mailboxes needed repair, there was exposed wiring, and the fire escape was rusty.
