Tenant complained of a reduction in services because her bedroom door was warped and didn't close properly. Landlord claimed this was a minor condition that didn't warrant a rent cut. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that tenant refused to provide access for replacement of the door. The DHCR ruled against landlord. It's DHCR policy that landlord must prove two attempts at access for repairs before the DHCR will disallow a rent cut for not providing required services.
