Cracked Windowpanes in Public Hallways

Tenant complained of a reduction in services. The DRA ruled for tenant based on a finding that hallway windowpanes were cracked. Landlord appealed, claiming that the condition in question was minor. The DHCR ruled against landlord. Cracked hallway windowpanes aren't listed in the Rent Stabilization Code as a minor condition. And conditions in windows located in areas used by tenants are specifically omitted from that list.
