Compactor Room Conditions Aren't Minor

Tenants complained of a reduction in building-wide services based on compactor and laundry room conditions. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. Landlord claimed that the conditions were minor and didn't warrant rent reductions. But DHCR inspection showed that there were missing tiles in the fourth- and sixth-floor compactor rooms, as well as peeling paint and plaster on the walls of the third-floor laundry room. These conditions were not minor.
