Cold Water Shut Off for Emergency Plumbing Repairs

Tenant complained of a reduction in services because the water in her apartment had been shut off for three days. Landlord claimed there was a broken cold water feed line in the apartment and that the cold water was shut off only to tenant's bathroom for only 24 hours. The DRA ruled against tenant because the length of time she was without cold water didn't warrant a rent reduction. Tenant appealed. The DHCR ruled against tenant. Landlord promptly and efficiently handled a weekend plumbing emergency.
