Landlord Needn't Dispose of Bulk Items

Tenant complained of a reduction in services because landlord wouldn't dispose of oversize refuse such as furniture, appliances, and household objects. The DRA ruled against tenant. Tenant appealed and lost. Landlord wasn't required to store bulk, used household items discarded by tenants, such as chairs, and to dispose of them for tenants. These items weren't garbage or refuse as those terms are generally understood.
