Canceled Checks Altered

Landlord applied for MCI rent hikes based on the installation of a new electric system and a concrete sidewalk. The DRA ruled against landlord. Landlord appealed and lost. The DRA correctly denied landlord's application because it appeared that canceled checks submitted by landlord had been altered after certain payments were posted. There was a $42,000 discrepancy between the amounts posted and the amounts listed in landlord's checks. Landlord offered no explanation for this.
