Landlord applied for MCI rent hikes based on pointing, waterproofing, new roofing, and roof doors. The DRA ruled against landlord, finding that landlord didn't prove payment for the work claimed. Landlord appealed and lost. The DHCR found that landlord had submitted altered checks as proof of MCI payment. Landlord submitted two checks, each in the amount of $13,000. But the electronic bank code at the bottom canceling these checks stated that each check was for $3,000.
