Landlord Didn't Submit Canceled Check

Landlord applied for MCI rent hikes based on the installation of a new burner/water heater and a heat timer control. The DRA ruled for landlord in part, but disallowed $4,250 from landlord's claimed costs. Landlord appealed and lost. The DRA had repeatedly asked landlord to submit a canceled check to show proof of payment for that portion of the work that was ultimately disallowed. Landlord had a sufficient chance but didn't do so. Landlord couldn't submit the canceled check with its PAR.
