Broken Elevator Floor Indicators

Tenants complained of reduced services, claiming that elevator floor indicators were broken. Landlord argued that the condition was promptly corrected as part of normal maintenance. But a DHCR inspection supported tenants' claims, and the DRA cut the rent. Landlord appealed, claiming that it had repaired the defective condition. The DHCR upheld the rent cut. Evidence showed that landlord hadn't made the repairs---two DHCR inspections 30 months apart confirmed that the defects still existed.
