Borough Missing from Address on Violation Notice

DOB issued a violation notice to landlord for not maintaining an elevator. Landlord claimed the notice was improperly addressed. The ALJ ruled against landlord and fined her $350. Landlord appealed and lost. The violation notice was addressed to landlord at 1202 Avenue J, N.Y., N.Y. 11230. Landlord's address was actually in Brooklyn. However, ECB found that ''N.Y.'' refers to New York City and the correct zip code was enough to direct the mail to Brooklyn.
