Violation Notice Mailed to Incorrect Address

DOB issued two violation notices to landlord for not maintaining elevators at the building. The ALJ ruled for landlord and dismissed the notices. DOB appealed and lost. DOB served the notices on landlord by sending them to an incorrect mailing address. The address used by DOB wasn't one used for landlord in any of the relevant city finance department files
