Landlord applied for MCI rent hikes based on building-wide rewiring. The DRA ruled for landlord. Tenants appealed, objecting to paying for the cost of new air conditioner circuits and outlets included in the rewiring work. The DHCR ruled against tenants. Landlord didn't have to install new air conditioner circuits and outlets for the rewiring work to qualify as an MCI. But this work could be included as part of the MCI, as long as landlord installed a uniform number of circuits and outlets in each apartment.
