Adequate Doorman Service Provided

Tenants complained of a reduction in building-wide services based on inadequate doorman service. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that the building always had 12-hour doorman service from noon to midnight and that service hadn't been reduced. The DHCR ruled for landlord. The DHCR's inspector had visited the building three times. Each time a doorman was found on duty but was out of uniform. Being out of uniform wasn't a reason to reduce rents.
