Ability to Turn Radiator Valves Not Required

Tenant complained of reduced services because she couldn't turn the radiator valves in her apartment. The DRA ruled against tenant. Tenant appealed and lost. Tenant didn't complain of inadequate heat. The inability to turn the radiator valves on or off isn't a required service. If tenant was getting excessive heat and couldn't shut off the valves, this could be grounds for a different complaint, and tenant could file such a complaint in the future.
