Tenants sued landlord and asked the court to appoint a 7-A administrator to run the building. Landlord objected and asked to cure building conditions on its own. The court ruled for tenants. The building had 393 violations, ceilings had fallen down in some apartments, and conditions included rodents, nonfunctioning bathrooms, and lack of running water and electricity. Landlord’s history indicated that it wouldn’t effectively remedy the conditions and that appointment of an administrator was necessary.
