Window Installation Performed in Three Stages

Landlord applied for MCI rent hikes based on the installation of new apartment windows. The DRA ruled against landlord, and landlord appealed. The DHCR again ruled against landlord. Landlord performed the window installation in three stages, beginning in December 1991 and ending in March 1994. So the work appeared to have been done in a piecemeal fashion, and landlord didn't otherwise show that there was any intention at the outset to perform a unified and consecutively timed window installation on a building-wide basis.
